San Francisco Mayor Daniel Lurie has written to California's transportation secretary asking for tighter state oversight of autonomous vehicle operators, citing two episodes in which Waymo vehicles reportedly stalled during periods of extreme demand on the road network. According to CBS San Francisco, the July Fourth fireworks celebration, which drew more than 100,000 people to the waterfront, saw robotaxis struggle within a geofenced zone designed to manage traffic, with vehicles stalling in travel lanes and some reportedly running out of battery. Muni shuttles became trapped in the same congestion, and tow trucks took three to four hours to reach disabled vehicles, according to transportation advocates cited in the report. The letter also referenced December's power outage, during which nearly 130,000 residents lost electricity and autonomous vehicles stopped in intersections as traffic signals went dark across roughly a third of the city.
For automotive leaders, the significance lies less in the incidents themselves than in what they reveal about the gap between controlled operational design domains and the reality of mass gatherings or infrastructure failure. Lurie's requests, as reported, are operationally specific: that AV companies prevent disabled vehicles from blocking travel lanes, adapt routes in real time during emergencies, share live operational data with city officials, and demonstrate through testing that fleets can handle large public events. Each points to a regulatory posture that increasingly treats robotaxi fleets as infrastructure-adjacent systems, comparable to utilities or transit networks, rather than as technology exempt from standards applied to other safety-critical services.
The recurrence of the problem, described by policy advocates as having happened twice within roughly six months, is likely to carry more weight with regulators than either incident alone. Streets For All's Marc Vukcevich framed the pattern as evidence that oversight has not kept pace with deployment scale, a concern echoed by the San Francisco Bicycle Coalition. Lurie's own framing, that emergency responders could have faced the same wall of stalled vehicles during a genuine crisis, shifts the issue from congestion management towards public safety, a reframing that tends to accelerate legislative attention.
What warrants close monitoring is how the California Department of Transportation, which told KPIX it was preparing a statement, ultimately responds, and whether Waymo's prior commitments after the December outage, including updates to recognise outages and expanded training with first responders, prove sufficient in practice. Operators and investors in urban robotaxi services should treat San Francisco's experience as an early signal that regulators will expect real-time data sharing and event-scale testing as preconditions for expansion, rather than as discretionary goodwill measures.
